The Talara Refinery Modernization Project (PMRT) is the most important Capital Project of the Oil & Gas sector in the country and the largest in Latin America with a public investment of 5B USD, where the Owner (PetroPerú), after a deep analysis of its organization and internal capacities, it decides to contract the services of a Project Management Office (PMO) in order to provide support, advice and assistance, participating in the management of the PMRT to achieve the Project objectives.

The challenges faced by the implementation of the PMO are multiple, and the purpose of the presentation will be developed in two parts:

Implementation: Explain the situation of the project as of 2016 and demonstrate in detail how the PMO was implemented (which project management methodologies were applied) for its development and subsequent transfer of knowledge to the owner.

New Technologies: What technological tools were started at the time of implementing the PMO and which were developed by 2020 with the intention of having a better integrated control of all management areas and making effective decisions (Blockchain, RPA, Smart Contracts, among others).
