SS Prerequisite: Environmental Site Assessment (ESA)

Before building sustainably, the site itself must be safe.

ย What is the Intent of this Prerequisite?

The goal is to:

๐Ÿ‘‰ identify and address environmental contamination on the project site

So that we:

  • protect human health
  • safeguard vulnerable populations
  • ensure safe site conditions before development

๐ŸŽฏ Big Picture

This prerequisite is about:
๐Ÿ‘‰ โ€œIs the site safe to build on?โ€

๐Ÿ‘ถ Who Does This Apply To?

๐Ÿ‘‰ ONLY required for:

  • Schools
  • Healthcare projects

๐Ÿ’ก Why?

Because these projects serve:

  • children
  • patients
  • vulnerable populations

๐Ÿ‘‰ Higher level of protection is required

๐Ÿงฉ Core Requirement

Step 1: Phase I ESA (Required)

๐Ÿ‘‰ Perform:

๐Ÿ‘‰ ASTM Phase I Environmental Site Assessment

(or equivalent standard)

โ“ What does Phase I do?

  • reviews site history
  • identifies potential contamination risks
  • includes records review, site inspection, interviews

Step 2: Phase II / III ESA (If Needed)

๐Ÿ‘‰ IF contamination is suspected:

๐Ÿ‘‰ Perform:

  • Phase II ESA โ†’ testing (soil, groundwater)
  • Phase III ESA โ†’ remediation planning

๐ŸŽฏ Key Logic

Phase I โ†’ identifies risk
Phase II/III โ†’ confirms and addresses it

๐ŸŒ Standards

๐Ÿ‘‰ Must follow:

  • ASTM standards
    OR
  • local equivalent (if equally stringent)

โณ Validity Period (VERY IMPORTANT)

๐Ÿ“… Phase I ESA Validity

๐Ÿ‘‰ Valid for:

๐Ÿ‘‰ 180 days

โš ๏ธ If Between 180 Days and 1 Year:

๐Ÿ‘‰ Must:

  • update specific sections of the report

โ— If Older Than 1 Year:

๐Ÿ‘‰ Must:

๐Ÿ‘‰ perform a new Phase I ESA

๐ŸŽฏ Memory Trick

  • 0โ€“180 days โ†’ valid
  • 180โ€“365 days โ†’ update required
  • >1 year โ†’ redo

๐Ÿง  Where People Get Confused

โŒ Misconception 1:

โ€œThis prerequisite applies to all projectsโ€

๐Ÿ‘‰ No
๐Ÿ‘‰ Only:

  • Schools
  • Healthcare

โŒ Misconception 2:

โ€œPhase II is always requiredโ€

๐Ÿ‘‰ No

๐Ÿ‘‰ Only if contamination is suspected

โŒ Misconception 3:

โ€œOld ESA reports are always acceptableโ€

๐Ÿ‘‰ No

๐Ÿ‘‰ Must meet:

  • 180-day validity rule
  • or be updated/replaced

โŒ Misconception 4:

โ€œLocal standards are not allowedโ€

๐Ÿ‘‰ They are allowed

๐Ÿ‘‰ IF they are as stringent as ASTM

Official FAQs

Which project types must comply with Environmental Site Assessment prerequisite?
Schools and Healthcare projects only
What is the purpose of Phase I ESA?
To identify potential environmental contamination risks
A school project completes Phase I ESA and finds no contamination risk. Is Phase II required?
No.
๐Ÿ‘‰ Phase II is required only if contamination is suspected
A project has a Phase I ESA that is 8 months old. What must be done?
Update specific sections of the assessment
Why does LEED require this prerequisite only for schools and healthcare projects? Answer:
Because:
โ€ข these projects serve vulnerable populations
โ€ข exposure to contaminants has higher risk
โ€ข stricter environmental safety is necessary
Why is Phase I ESA limited to 180 days validity?
Because:
โ€ข site conditions can change
โ€ข new contamination risks may arise
โ€ข ensures decisions are based on current data
